Costain¡\'s history on Das Island located 180 km from Abu Dhabi in the Arabian Gulf goes back to 1974 when it was involved in the development of the initial infrastructure in the island and numerous projects all over Das Island including design and construction of oil production facilities and erection and maintenance of LNG Trains. Since 1995 Costain has carried out a series of term contracts with ADGAS for the overhaul of its process plants on Das Island.
Job Description
• Provide overall direction and leadership & manage the workload of the Estimating Department in an efficient manner.
• Ensure that all bids are estimated and presented correctly and professionally in accordance with company\'s policies and procedures
• To advise management on recommended pricing strategies
• Ensure that the security and confidentiality procedures for estimates are consistently enforced.
PRINCIPAL ACCOUNTABILITY
• Ensure that costs are correctly estimated, and that risks are properly assessed for all proposals
• Participate in all Bid/No-Bid meetings, Commercial and Technical Reviews for all Invitations to Bid.
• Initiate and participate in Price Review meetings
• Update all Bid Proposals status and circulate to Management regularly.
• Attend all Management meetings representing the Estimation Department.
• Attend all Project Progress & Cost Forecast meetings, and be prepared to comment constructively on actual cost and progress results ongoing in the field.
• Assist the Commercial Manager with budgetary pricing for all potential projects.
• Provide recommendations to the bidding structure, costing programs, number of estimators required per job and advise on any new techniques for estimating purposes.
• Supervise the detailed engineering manhour cost estimating function for civil, mechanical, electrical, instrumentation and communications works on Design Project solicitations inclusive of refinery; power plants and industrial facilities; water treatment facilities; pump and compressor stations; flow line, crude oil and gas pipelines; industrial/petrochemical piping systems; and fire protection & HVAC systems. Also : o Recommend Engineering Disciplines per project requirements. o Recommend Construction Trades per project requirements. o Recommend Construction equipment and procedures per project requirements.
• Supervise all material takes-offs and Bills of Materials for various forms of contract including unit rate, cost plus, lump sum and target/fee contracts.
• Supervise initial Pricing requisitions complete with Mechanical Specifications for purchase pricing information. Requisitions shall be complete enough to be provided to the Purchasing Department for final Specification changes, Negotiations and final Purchase Order Placement should the Contract be awarded.
• Initiate and respond to all Technical queries from Vendors and clients.
• Supervise and support in writing Technical Method Statements, Construction Plans and
• Discipline Submittals for the Tender Document submittal and the Field Construction Team.
• Review ITB Terms and Conditions to develop Technical and Commercial clarifications and exceptions and identify areas of risk for potential variation orders and future claims.
• Oversee the manhour build-up Histogram generated from various Planning & Scheduling System programs (mainly Primavera).
• Supervise and support in verifying the Level I, II & III Field Schedules for the work. Knowledge of the precursor civil works and follow-on E&I installations interfacing with the Mechanical works is essential.
• Preparation and upkeep of Bid documentation.
• Management of security and confidential procedures. Provide, advise and recommend for the purchases of all proposed Mechanical equipment.

• The role reports to Commercial Manager.
• Develop a close working relationship with all levels of Management and other employees working in company.
NATURE AND SCOPE OF POSITION

• Reports to the Commercial Manager and will work closely with the Operations Department for technical input to proposals. Contacts
