Muscat Electricity Distribution Company

MEDC is the only entity responsible for distribution of electricity in the Governorate of Muscat. It is 99.99% owned by the Electricity Holding Company (EHC) and the remaining 0.01% by Ministry of Finance. The company was formed on 1st of May 2005 as a result of the Royal Decree 78/2004 promulgating the law for the regulation and privatization of the electricity and related water sector activities in the Sultanate of Oman.

The Decree aims to achieve a comprehensive restructuring of the electricity sector by means of gradual privatization hence the operational responsibilities were split and passed on from Ministry of Housing, Electricity & Water (MHEW) down to MEDC and nine other companies that are now involved in various related activities. Having these responsibilities means that MEDC is entitled to own, maintain and develop the distribution networks in the Governorate of Muscat.

MEDC's main function is to build and maintain the necessary infrastructure for the distribution of electricity in the governorate of Muscat. The area of responsibility includes private consumers, commercial consumers and government Sector. This variety in customers gives MEDC a competitive advantage in the field and keeps the door for improvements always open.

Job Description

General Duties:

The primary responsibility is to develop the network plan and asset management plan for the Company and act as the single point of contact for all planning and asset management matters in MEDC. In addition, to manage the preparation of cost reflective tariffs and prices.

License Duties:

With respect to network planning and asset management:Condition C 3 - comply with Grid CodeCondition C 4 - comply with Distribution CodeCondition C20 - prepare and maintain the guaranteed performance standardCondition C31 - establish security standards for the networkCondition C32 - prepare the system capability statementCondition C33 - develop connections as neededWith respect to tariffs and prices:Condition C28 - set connection terms and tariffsCondition C29 - set terms for system useCondition C30 - develop charges for system useCondition C38 - prepare supply terms & conditionsCondition C39 - prepare supply tariffsCondition C40 - coordinate Agency Agreements.

Specific Duties:

Point of contact within MEDC for all planning and asset management matters.Develops the network plan and asset management plan for the Company.Oversees preparation of the Company's Capability Statement.Responsible for preparation of annual operations & maintenance plan and monitors its execution.Designs and maintains MEDC's network asset information.Establishes the Company's asset management standards and procedures.Liaise with consultants and other key stakeholders as needed.Manages the system control centre.Reports all technical performance criteria.Oversee the development, management and implementation of annual work programs & budgets for the group consistent with the MEDC's business strategy & business planning process.Prepare monthly, quarterly & annual performance reports for Executive Management & Board of Directors, as required.Develop annual performance measures and targets for the group, and report against these, report financial results and performance against plan.Supervise management, professional and clerical staff and develop succession plans for them.Develop, implement and report against staff training programs to improve technical and management skills, and other duties, as assigned.
