Job Description

1)To provide process support to PDH & Utilities and Maintenance Department in fulfilling its objectives. To evaluate new technology for implementation in the plant that will enhance process improvements. Prepare studies and reports as requested by Section Head. 

2)Coordinates on regular basis with all plants to resolve day-to-day plant problems and ensures monitoring of plant for optimum performance and maximum profit. 

3)Ensures prompt investigation and documentation of all unscheduled shutdowns and plant interruptions caused by equipment or systems related to process. Prepares recommendations for ratification of such failures and after approval from Section Head, provide guidance for implementation of the solutions. 

4)Ensures that plant studies (PSR's) are conducted in a timely and well-coordinated manner as per the ISO procedure and assigns the appropriate process, control system or environment engineers to other disciplines if needed. He provides guidance in conducting the studies and in selecting the outcome of the PSR. He coordinates the PSR activities with the plant and project engineering for future potential as plant modifications and projects. 

5)Ensures that the PCR's are carried out properly by: a)Assigning appropriate process engineer b)Providing guidance to the engineers in clarifying the scope, lay out of the basic process design, process control philosophy, initial HAZOP study and implementation strategy c)Coordinates with Plant Engineering during the final preparation of engineering package, design review and safety review meetings, provides assistance in any testing or verification and ensures approval for any changes and deviations from design and specifications 

6)Ensures, Process and Control System assistance to project engineering by nominating process and control system engineers to the project team on as needed basis. 

7)Ensures budget making/approval of Capital projects & develops process design package for capital projects. 

8)Provides assistance by process and control system engineers for pre-commissioning, commissioning and startup activities and ensures proper verification and approvals before handover of facilities, equipment and systems to the production. 

9)Ensures assistance in proper checks and approvals by process & control system engineers to the plant and project engineering for the “as built” documentation. 

10)Ensures that all operating parameters of the plants are optimized and develops new schemes to optimize profitability by cost reduction techniques. 

11)Ensures the development of procedures for meeting all environmental standards 

12)Ensures monthly safety meetings are conducted to ensure zero accidents. 

13)Encourages and promotes TQM environment in process engineering section by participation and nomination of subordinates for TQM efforts. 

14)Ensures staff development (Saudi Engineers) coordination with Training and Manpower Department. 

15)Ensures that the required books, magazines, software and standards are made available to Process Engineering Section. 

16)Ensures that Process Procedures are provided to carry out evaluation of the performance of the major items of equipment / systems and of the whole plant. 

17)Ensures optimization of plant operations by reducing variable cost at BL. 

18)Ensures availability of administrative support to process engineering staff assigned to his section. He ensures the process; control system and environmental projects are implemented in accordance with SPC procedures and national and international standards in a safe manner. He also provides guidance, assignments, and clarifications of scope of work and discusses the problems, options etc., and gives approval for action on as needed basis.

Requirements

1)B.S. Degree in Chemical Engineering. 

2)10-12 years experience in Process/Production Engineering 

3)Familiar with national/international standards, codes and regulations 

4)Knowledge of equipment and systems in Petrochemical Plants 

5)Familiar with Cost Management Practices 

6)Familiar with Safety Systems, Procedures, HAZOP Procedures, PSM Procedures and TQM / ISO Procedures 

7)Familiarization of Control Systems (Honeywell, Yokogama, etc) 

8)Familiarization with Environmental norms and ISO 14001 requirements 

9)Internal communication Communicates frequently with engineering section head and with other engineering groups. He meets with other department heads on issues related to process engineering. 

10)External communication Contact with Contractors / Vendors of equipments, systems or services involved in process engineering. He contacts with other potential suppliers to keep abreast of the latest developments in the technology and with the regional and international organizations working on standards, codes and regulations related to process engineering. He interacts with licensor(s) to resolve any process related problems.
