Cost Contol Engineer

at Black Cat Engineering & Construction in Qatar


Qualification:

Bachelor Degree in Engineering/Technical.



Required Skills/Experience:

• Minimum 7 years experience in Oil & Gas EPC Company as Cost or
Project Controls Engineer.
• Hold membership, credential from AACEI / PMI is preferred.
• Having knowledge and understanding in Accounting/Finance such as
Profit Loss & Cash flow Analysis.
• Previous experience of working in middle-east would be an advantage.
• Able to work independently with minimum supervision
• Having a good attitude, team player, self confident, excellent
communication & interpersonal skill
• Excellent on spreadsheet, reporting & presentation skills


Responsibilities:

• Establish & control project budget, manage the commercial and
contractual matters of the project, and report to the Operation Manager
on Project Performance Status.
• You will be expected to work closely with the Project Managers,
Planning Engineers, Proposal Department, Accounting/Finance
Department, and Procurement Department, advising them on current
trend of project budget & cost and relevant commercial and contractual
matters as they arise with a view to protecting the company’s interest.
• Prepare Baseline Budget Cost for all projects; include establishing the
budgeted quantity with support from Quantity Surveyor, baseline
manpower & equipment mobilization plan with support from the
Planning Engineer.
• Manage Work Change Request (WCR) during project course; include
estimate the additional budget and prepare budget change approval
form.
• Manage the data into the Financial Computer system and get approval
from management.
• Monitor and Control Actual cost spent for all projects; include cost
allocation of all invoice tickets and cost code assignment to all
Purchase Orders and Subcontract Order documents.
• Prepare Work-In-Progress (WIP) projection reports as forecast for
company’s turn over.
• Prepare WIP Monthly Status Reports and liaise with the Accounts
Department to produce corporate monthly & annual profit/loss report.
• Prepare Project Performance Reports for all on going projects, analyze
current project trend, forecast future cost and other performance
analysis as per Earned Value Management System (EVMS)
• Database management & analysis of labor, staff and construction
equipment unit rates
• Analyze corporate overhead cost to determine corporate efficiency &
productivity
• Prepare and manage other Cost per Manhours as per actual/incurred
cost
