Responsibility:Report directly to Project Manager; manage directly Pipeline Engineering Leader, Installation Manager and Pipeline QA/QC Manager; support Engineering Manager, Operation Managers, and Business Manager.
: Management whole onshore/ offshore pipeline through engineering, procurement, fabrication, installation, commissioning and handover.
RESPONSIBILITIES/DUTIES:

1. FEED Stage – Assist the CLIENT in technical negotiation with the FEED CONTRACTOR (if any); – Cooperate with the Engineering Manager and CLIENT to monitor engineering activities in accordance with applicable codes/standards and engineering progress to ensure schedule adherence and non-conformance items and actions to be taken; – Checking and signing/endorsement on project drawings, documents, specifications, technical data, etc. as required by CLIENT (if necessary) – Assist the CLIENT in clarification on bulletins/technical issues raised by the FEED CONTRACTOR; – Chair weekly / monthly / progress meetings with FEED CONTRACTOR where assigned by CLIENT and report to CLIENT any concluded and pending issues.
2. EPCC Stage – Assist the CLIENT to prepare ITB for EPCC; – Together with CLIENT actively carry out the EPCC Tender Document Clarification, Tender evaluation; – Assist the CLIENT in clarification on bulletins/technical issues raised by EPCC CONTRACTORS; – Assist the CLIENT to monitor and evaluate qualifications and competency of EPCC CONTRACTOR’s personnel. – Assist the CLIENT to assume overall responsibility for supervision and administration of the EPCC CONTRACTOR and to ensure that all EPCC CONTRACTOR obligations are met; – Together with CLIENT involve in Vendors/SUB-CONTRACTORS tendering process carried out by EPCC CONTRACTOR as required by CLIENT; – Answer in a timely manner any reasonable request of information form involved parties (EPCC CONTRACTOR, SUB-CONTRACTORS, …) – Assist CLIENT to supervise the process of selection of Main Equipment Manufacturer, which shall be carried out by the EPCC CONTRACTOR. – Handle all aspects of technical interfaces between PROJECT and involved parties such as Bien Dong POC (The Operator of Hai Thach Platform), Vietsovpetro (The Operator of Thien Ung Platform), PVEP Dai Hung (The Operator of Dai Hung Platform), Nam Con Son 1 Terminal, Dinh Co GPP, GDC Phu My Operator, etc. – Check payment report submitted by EPCC CONTRACTOR in accordance with actual progress and quality/quantity of completed work and resolve any concerns. – Together with CLIENT find out the best solution the settle conflicts (if any) among involved parties. – Assist the CLIENT to control and minimize variations to the Scope of Work of the EPCC Contracts; – Review variation notifications from EPCC CONTRACTOR, negotiate as necessary and recommend for CLIENT’s decision; – Review and comment on the project implementation programs (schedules level 1,2,3,4), the project coordination procedure, project manpower histograms, project QA/QC plan, project safety plan, etc., to ensure that all activities shall be performed in accordance with the international practice; – Assist the CLIENT to monitor the project performance activities progress, to notify to the EPCC CONTRACTOR in the timely manner any delay that can lead to the delay of the project completion; – Assist the CLIENT to obtain and review progress reports from EPCC CONTRACTOR, to make comments, recommendation as necessary; – Verify the quality and quantity of completed work and review the EPCC CONTRACTOR progress billing and resolve any concerns; – Approve/or advise and comment in writing all documents for the CLIENT’s formal approval;
Project Management – Assist the CLIENT in preparation of the PROJECT kick-off meeting and attend the meeting in order to assist the CLIENT in providing the EPCC CONTRACTOR with any information and clarification required for the implement of the PROJECT; – Assist the CLIENT in collecting information about EPCC CONTRACTOR/Vendors and submit Reports on these matters; – Assist the CLIENT to develop and implement a project control plan, organization that will facilitate the monitoring of schedule and cost performance and provide feedback to relevant personnel in the organization; – Assist the CLIENT to verify the attainment of project milestones and deliverables to facilitate approval of progress payment; – Assist the CLIENT to establish and maintain the budgetary control of PROJECT using appropriate software; and – Prepare and issue monthly status reports providing critical analysis of progress status, trends and potential problems as well as identifying corrective action.
Procurement and Materials Management – Review/comment on the vendor/subcontractor list submitted by EPCC CONTRACTOR, recommend the CLIENT to approve the vendors/subcontractors; – Assist the CLIENT to monitor and audit procurement activities to ensure the purchase of goods and services that meet required standards, specifications, delivery schedules and approved vendor/sub-contractor lists; – Check and audit QA/QC plans of vendor/sub-contractor if required; – Review and comment on vendor’s datasheets, specifications and other Vendor’s design, manufacturing, testing documents as required; – Review and comment the fabrication/manufacturing procedures as required; – Review and assess the test reports submitted by the EPCC CONTRACTOR to ensure the quality of the equipment and material; – Review and check the adequacy of the document associated with the supplied equipment, materials including all certificates; – Advise the CLIENT on the spare parts requirement so that adequate spare parts and consumable are purchased for commissioning as well as for two (2) years operation; – Assist CLIENT to select and engage third party inspection and expediting agencies, if required, for inspections and equipment expediting. – Monitor delivery schedules, to check shipping documents of materials and equipment needed for EPCC activities.
Construction Management – Monitor overall construction activities and schedules, to identify any problem, deviation, non-conformance, delay in construction progress and actions to be taken; – Assist the CLIENT to coordinate with any parties to ensure the technical integrity and timely completion, prepare and organize progress technical and interface meetings with EPCC CONTRACTOR and other parties to timely resolve problems; – Review and comment on the construction activities plan and strategies, procedures and practices, taking into account of the interfaces between different portions of project to ensure that all the construction works are planed properly and in compliance with applicable codes/standards, regulatory requirements and good construction practice, including emergency and security plans; – Assist the CLIENT to inspect the materials, equipment, quantity, and quality to ensure that they met the project specifications and standards; – Assist the CLIENT to check construction personnel certificates, equipment calibration certificates; – Ensure that construction documentation procedures are developed and implemented; – Monitor EPCC CONTRACTOR’s manpower and equipment mobilization and assignment to ensure the adherence with construction schedule and quality requirement; – Assist the CLIENT to monitor and audit construction activities and construction progress to ensure compliance with required standards, specifications, and workmanship requirements and schedule compliance; – Constantly monitor PROJECT actual progress, to notify the EPCC CONTRACTOR in a timely manner of any delay that can lead to the delay of PROJECT completion; Carry out the regularly site inspection visit to ensure the construction works have been implemented properly by the EPCC CONTRACTOR with the good industrial practices, and in compliance with the approved design, requirements of contract specifications and the applicable code/standards. The Site Inspection Reports shall be highlighted all of critical items and/or non-conformances shall be issued by the CONSULTANT as working results;
Interface Management – Closely cooperate with CLIENT to manage and coordinate Work-related interfaces, including all interfaces with CLIENT, equipment vendors, CLIENT’s other classification/certification Contractors performing work in relation to the execution of Nam Con Son 2 Gas Pipeline Project. – Carry out all required interface activities to assure the successful execution of the WORKS and all interfacing work performed by other persons. – Ensure that components at each physical interface are fully compatible in all respects, including:
Engineering;
Materials and equipment supplied;
Dimensions;
Construction/ Installation;
Pre/Commissioning;
Start-up and subsequent operation.
3. Other Responsibilities/Duties – Preparing Project Management, Procurement Management, Quality Assurance, Installation/hook-up management, Commissioning and start-up management, Documentation control procedures and systems Parts for Training program and summit to Project Manager. – Preparing Week/Monthly Report and summit to Project Manager. – Checking at SITE if required by Project Manager or CLIENT.
